Norco
(i.e., North Corona, in Riverside County, off of Hwy 15, Southern California) is
an oasis of the Old West and said to be one of the fast moving
societies of Southern California. Norco is a welcome
step back to the roots of the Old West. While Norco is moving
forward to embrace technology and business, Norco preserves the
traditions of our past.

12, 2006. Currently, Norco is a city of 28,000 people and about
20,000 horses. All commercial development is required to have
Western-themed architecture to perpetuate its trade name
"Horse Town USA." Development is coming and nearby new home prices are hovering around $850,000
and up and
most re-sales on horse properties are in the $350,000 to $699,000
range, many ranging from only 1/4 to 1 acres in size; homes in the
$350,000 range are on .26 lots. In the path
of growth, a denser
population is forcing residents to look at what they are going to do
with all that manure. There are about 28,000 residents and about
20,000 horses with a 1,000 pound horse produces about 50 pounds
of manure a day. Currently, residents throw much of it into big black
recycling bins but are planning a workshop January 2007 to discuss
the issue of possibly converting the waste into electricity to help run the city.
Hidden Valley Preserve
is where many Norco residents enjoy riding with 1500 acres and
25miles of trails. Mansions have been going up on the hills nearby,
and some Norco residents fear that
people who want country living but who may not like horses are going to
move in, subdivide their lots and pave over the trails and grass. To
try to head them off at the pass, Norco adopted a requirement
earlier in 2006 that all new commercial development have a Western
theme, which according to a manual issued by the city, can include
the use of railroad ties, shutters and wooden walkways, all painted
in earth tones.
In this horsy town,
drivers face $135 ticket for blocking any of the city's 120 miles of
trails. A few feet above a pedestrian crosswalk button is another
button for those on horseback. Even those who don't own horses are expected
to support the lifestyle. City Council members recently discussed
including a horse manure rake as part of the welcome wagon gift for
new residents.
Boarding fees in
Norco (for those who don't want to keep their horses at home) run
about $200-$250 a month for a 24 by 40 paddock with shelter with
feeding two times a day and access to a very large arena, where you
can setup jumps. Stall rent in the Barn averages about $300 a month.
Local planners are including horse arenas in new
neighborhood parks, and now every home development must reserve some
land for animal keeping--even if the residents don't have horses. Over the past
few years, the city has barred residents from subdividing their
property and paving over trails and corrals by installing swimming
pools, fire pits, or extended driveways. Every home development must

Riverside County
was the nation's second-fastest growing county in 2005. Its
population has tripled since 1980 to more than 1.9 million, it is
projected to reach 2.7 million by 2020. That troubles some
residents, who have seen what happens elsewhere in Southern
California when ranches and fields get supplanted by new houses and
office parks. Fear not, there is a very large, active group of horse
folks in NORCO, "keeping them honest and true" to the spirit of the
horse who was there first.
